The right to travel is one of the most important rights of a citizen.  In fact, it is included in the United States Constitution.  As the Supreme Court held, “[t]he Privileges and Immunities clause plainly and unmistakably secures and protects the right of a citizen of one State to pass into any other State of the Union . . . .”   Ward v. Maryland (1870) 79 U.S. 418, 430. Note that this is NOT an Amendment.  It was of sufficient importance to Americans that it is part of the original text.  This is due to its inclusion in the original government document of the Continental Government: Articles of Confederation.  In that text’s privileges and immunities clause explicitly protected the free ingress and regress to and from any other State.  Essential to exercise the right to travel between states is travel within any given state.
